We have to join two sentences from the two columns in a way that they form a meaningful and grammatically correct sentence.The sentence A of the column 1 talks about reforms, here one may be confused between statement D and E as both seem to be completing the sentence A but when we take a look at sentence C, we realize that it will go well only with sentence E. 
So pairing will be  A-D,  B-F, C-E

RULE   - DANGLING PARTICIPLE
A participle is a verb-adjective.It should be related to a proper subject of reference. If the subject is lacking or if a wrong subject is used, the  sentence will not make any sense.
