Solution :

THEME - Clean cities : A difficult goal ;Swachh Bharat Abhiyan

Our first task - Taking a quick overview of the passage by going through each and every sentence quickly. Once we do this we will get to know that -
The author talks about poor waste disposal management in modern cities. He further talks about deliberate neglect by civic authorities and indifferent attitude of people towards cleanliness in modern cities.
Now if we take a look at the question 1

1) we will realize that neither 'ample' (plenty) nor sparse(not dense) can be the answer. Now we may be confused between 'scant' and 'scanty'.
Scant - very little, very few
scanty - somewhat less than is needed
Hence, 'scant' will be the most appropriate option here that fits in the context the most.

2) we can clearly eliminate options a, c, d

Indifferent - insensitive
Indifferent fits in the context the most.

3) Here we can clearly eliminate option (a). Among the other three options,  we will go with the 'neglect' as it's a noun and fits in the context the most.

The indifferent attitude and deliberate neglect.
'Attitude' and 'neglect' are nouns in the sentence.

4) 'choking' is the most suitable word  that fits in the context.

Dumps of solid and other wastes choke sewage.

5) If we read the sentence carefully, we will figure  out that we need a noun like 'dirt' to fill the blank.

'Dirt' is the most appropriate word that fits in the context the most.
