⚫Note - If any form of the verb 'be'(is, am, are etc) is used as a main verb, the sentence can't be turned into passive voice. 
For example - She is sad.

⚫Note - (To + V1) is changed into (to+be+V3). But when we convert (to+v1) into (to+be+V3) , we open the option of (by + sub) and if the same sentence is repeated in the sentence that has already come in the sentence earlier, we don't change (to+V1) into (to+be+V3).

Sub +verb + adj + when +pronoun+H.V. +V3
         
            
Example - The oranges tasted sour. 
                    The oranges were sour when they were tasted.
