Hardly carries a negative meaning (a sense of scarcity), so 'anything ' will replace 'something'.

'Negotiate' is the most appropriate word among the given options that renders the sentence contextually and grammatically correct.
Negotiate  means 'to succeed in coping with'.

Option A is incorrect because the statement  becomes grammatically incorrect after using the filler 'believes'.Residents, being a plural noun will take plural verb. Option B does not impart desired context to the statement.
Option c filler 'undermine' which means 'to weaken or work against' makes the statement contextually incorrect. Similarly 'refused' given in option E makes the statement contextually incorrect.
